Building & Codes



All construction in Swarthmore Borough is regulated under the Pennsylvania Uniform Construction Code. This code is designed to ensure uniform standards of all phases of construction and to ensure public health and safety in construction. It is to the benefit of everyone as consumers and /or property owners to apply for the various construction permits required, because our municipal inspectors assure that the materials of construction meet codes, contractors and suppliers have the proper insurance, and that standards of construction, installations and workmanship are being done properly.  
 

Permits

Building permits are required for work involving structures, plumbing, heating, and electrical anytime you intend to construct, enlarge, alter,  demolish, move, repair and/or remodel. Removal of asbestos and underground storage tanks also require a permit.  A permit is not required for ordinary repairs, such as repainting, replacing kitchen cabinets, pointing, replacement of doors and windows within existing openings, etc.

Stormwater management permits are required for new, additional, or replacement impervious cover greater than 499 square feet.  The Borough's Stormwater Management Regulations can be found here.
