 Government and Human Services Minutes, April 23, 2008


Meeting called to order at 8:40 by Chairman Smythe

Roll Call: Committee members: Elizabeth Knapp, Melissa Lewicki, Susan Smythe (Ch.)
, Also present: Robert Scott, solicitor, Jane Billings, Borough Manager, Carol Savery, Marty Spiegel

There was no public comment


1. Review of Borough website, kiosk, bulletin boards, public access channel, literature rack, public spaces for religious purposes. . After lengthy discussion, the committee decided that there will be no advertising of anything of a religious nature, or events sponsored by a church or religious society on the Borough’s website or Public Access channel. The bulletin boards at Borough Hall as well as the Kiosk will still be available for advertising of events by recognized not-for-profit organizations, including churches. Borough spaces, i.e. the community room, lobby and Council Room will continue to be available for use by church-related groups on a first-come, first-served basis, in the same way that all space reservations are handled.

2. There was a brief discussion of a citizen’s request to establish a no-smoking zone around the clock and seating area at the train station. The committee decided this was impractical due to legal and enforcement issues. Jane to contact the citizen.

3. There was a discussion of a request for the spouse of a retired employee to continue to pay into the Borough’s health insurance fund to continue coverage for longer than the currently mandated 10 years. The committee felt that this was not a good idea due to possible negative consequences for experience rating and therefore negative impact to Borough budget. Jane to respond.

4. Deer update. The College has decided to go ahead with plans for a controlled hunt. Likely will come before Council in the next few months. Borough needs to both amend current firearms ordinance, as well as apply for State permit.

5. Council will need to amend open records act, but solicitor suggests waiting until new State language exists.
