Minutes for September 25, 2008
1. The Committee convened at 8:00 am in Borough Hall. Present were Committee members Mary Lou Parker (chair), Susan Smythe, Philip Jefferson, Borough Manager Jane Billings, Swarthmore Recreation Director Linda McCullough, SRA President Stacy Clements and Public Works Director, Cuzzy Rowles
2. Minutes of July 31, 2008 were approved.
3. Linda McCullough presented the plans and budget for SRA, asking for $20,000 in borough funds (the same allocation as last year). Capital plans for next year include improving and providing water for the Henderson field. The school district has raised permit fees for use of the fields and long-term may return Henderson and Rutgers Av fields to the borough. The committee voted to recommend to council approval of the $20,000 request.
4. Sanitary Sewer Study - Bids to televise the 400 feet of pipe that are at risk came in at $3600.
5. Thatcher Toddler Park - Plans to improve drainage in the park will be delayed, pending engineering plans. The $30,000 grant may be held over for 2 years. Because of the delay, the sidewalk running by the park, owned by the borough, will be repaired this fall.
6. The Recycling Committee, along with Town Center Marty Spiegel, visited commercial establishments in town, advising them they were required to recycle. Recyling at the SRS and CADES is much improved.
7. Jane Billings reviewed and the committee commented on the preliminary 2009 budget for Public works.
8. Cuzzy and Jane supplied the committee with a comprehensive outline of the duties of the Public Works Department. The document is attached to the minutes and used to determine future projects and funding.
9. The meeting concluded at 9:30am.
PUBLIC WORKS DEPARTMENT DUTIES – Attachment to September 25th minutes
RECYCLING: Collection of newspaper 4 days per month, yard waste minimum 3 days per month, Christmas Trees in January; transport aluminum and steel cans to recycler minimum twice per month; on-going clean-up of Recycling Center, including compaction of paper bin; oversight of collection of paper bin; leaf collection daily end of October through mid-December; leaf composting mid-November through mid-April; leaf compost delivery mid-March through mid-May.
VEHICLE MAINTENANCE: Regular cleaning, preventative maintenance, and minor repairs of all vehicles and equipment (4 trucks, sewer machine, leaf collectors, leaf composter, lawn care equipment, plows, salt spreaders, front-end loader, miscellaneous other equipment).
TOWN CENTER: Collection of trash and recycling from all containers, including railroad station, on Monday, Wednesday, Friday throughout the year; watering of all pots throughout the Town Center and plants in Centennial Park Monday, Wednesday and Friday May through October; as needed, cleaning of sidewalks and gutters, including collection of trash and weed control; installation and removal of decorative flags from street light poles; set up for special events as needed, including Independence Day.
MOWING: Little Crum Creek Park, Keystone Park, Umoja Park, Thatcher Park, Gateway Park, Borough Hall grounds.
PARK MAINTENANCE: Trash removal Tuesday and Thursday; on-going repair of park benches, picnic tables and play equipment; maintenance of bridges, fences and gates; mulching play area at Thatcher Park; mulching of trees; minor tree trimming; removal of debris from special parks clean up projects.
STREET REPAIR/STREET CLEANING: Removal of trash, dead animals, fallen trees, limbs, branches and any other debris causing a roadway hazard; pothole patching and other minor street repairs; removal of trash from bus stop trash receptacles; repairs and cleaning of Borough sidewalks and walkways; weed control along railroad tracks.
TREE TRIMMING: Visibility trimming as needed around traffic control signs, signals, and street signs.
SNOW AND ICE CONTROL: All Borough streets, sidewalks, Borough parking lot; clearing as needed around parking areas in Town Center
BOROUGH HALL/PROPERTY MAINTENANCE: All janitorial service; minor plumbing, electrical, and carpentry repairs as needed.
SANITARY SEWERS: Clearing blockages as needed; oversight of annual preventative maintenance program, including root control.
STORM SEWERS: Preventative cleaning of inlets and pipes; post-storm clean-up; annual inspection of all outlets for dry-weather flow.
STREET LINE PAINTING: Annual painting of all crosswalks, speed lines, stop bars, arrows, parking lines.
SIGN INSTALLATION AND MAINTENANCE: Install, maintain, and replace all traffic and street name signs, including posts and hardware.
OTHER DUTIES: Beeper call (one member of the Public Works Department is available 24/7 for emergency response); deliver barricades for block parties. Public Works Director responsible for all residential building, plumbing and mechanical inspections, as well as Use and Occupancy inspections.
