The Reorganization Meeting and Work Session of Swarthmore Borough Council was called to order on Monday, January 4, 2010 at 7:30 p.m. Returning Council members were: Mr. Jacobs, Mr. Jefferson, and Ms. Knapp. Borough Manager Jane Billings was also in attendance.

SWEARING-IN OF THE MAYOR:

District Justice Stephanie Klein administered the Oath of Office to Mayor Richard Lowe.

MAYOR PRESIDING:

Mayor Lowe administered the Oath of Office to the following members of Council (all terms expire January 1, 2014).

Mr. Steven Goldfield
Mr. David Grove
Ms. Melissa Lewicki
Ms. Susan Smythe

Mayor Lowe also swore in Tax Collector Nancy Carullo, term expiring January 1, 2014.

Mayor Lowe requested nominations for Council President. Mr. Jacobs nominated Ms. Smythe. The nomination was seconded by Ms. Lewicki and passed unanimously by Borough Council.

COUNCIL PRESIDENT PRESIDING:

Former Mayor Eck Gerner, 915 Strath Haven Avenue, presented his office key to Mayor Lowe.

Ms. Smythe asked for nominations for the position of Council Vice-President. Ms. Knapp nominated Mr. Jacobs. The nomination was seconded by Mr. Jefferson and passed unanimously by Borough Council.

Ms. Lewicki’s motion to appoint Ms. Jane Billings as Borough Manager/Secretary was seconded by Mr. Jacobs and passed unanimously by Borough Council.

Mr. Grove’s motion to appoint Mr. Robert Scott as Borough Solicitor was seconded by Ms. Knapp and passed unanimously by Borough Council.

Mr. Grove’s motion to appoint Pennoni Associates as the Borough Engineer was seconded by Ms. Lewicki and passed unanimously by Borough Council.

Council Committee appointments were made as follows:

Environment: Ms Lewicki (chair); Mr. Grove, Ms. Knapp
Finance: Mr. Jefferson (chair); Mr. Grove, Mr. Jacobs
Government: Mr. Goldfield (chair); Ms. Lewicki, Ms. Knapp
Planning and Zoning: Ms. Knapp (chair); Mr. Jacobs, Mr. Goldfield
Public Safety: Mr. Jacobs (chair); Mr. Jefferson, Ms. Lewicki
Public Works, Parks and Recreation: Mr. Grove (chair); Mr. Jefferson, Mr. Goldfield

ADJOURNMENT:

Upon a motion from Mr. Jefferson, seconded by Mr. Grove, the meeting was adjourned at approximately 7:45 p.m.
