 TRAFFIC ADVISORY COMMITTEE
SEPTEMBER 3, 2008

A meeting of the Traffic Advisory Committee was held on Wednesday, September 3, 2008 at 7:30 p.m. Members in attendance (identified by their role on the Committee) were:

Jane Billings, Borough Manager
Brian Craig, Chief of Police
Mike Davey, Borough Resident
Tom Dee, Borough Resident
Al Federico, traffic engineer
Charles (Cuzzy) Rowles, Public Works Director
Bill Titus, Swarthmore Fire and Protective Association

Mayor Eck Gerner and Public Safety Chair Ralph Jacobs also attended the meeting.

Because the meeting was not advertised, no official action was taken. During the meeting:

1. Jane reviewed Resolution 2007-03, which established the Traffic Advisory Committee. She also advised all Committee members that she had forwarded a copy of PennDOT’s Traffic Calming Manual to each of them.
2. The Committee reviewed its charge and decided to begin by establishing a protocol to review and rank requests for traffic calming. Other communities that have already done this include Radnor, Haddonfield, and Pottstown; various members of the Committee will obtain copies of their review process and share them at the next meeting. Jane will also ask the Borough Engineer, Pennoni Associates, if they have prepared any model protocols.
3. Bill Titus agreed to prepare a list of streets used by the Fire Company for emergency response that might be inappropriate for some types of traffic calming measures.
4. Jane reviewed various locations in the Borough where residents have expressed concern about traffic issues. Of these, the Committee decided to remove the intersection of Park and Michigan Avenues, since the Borough has been approached by Ridley Township with concerns about the intersection. Jane will ask Borough Council to proceed with a traffic study, specifically to look at the possibility of a stop sign at the proposed location.
5. Al Federico agreed to be Committee Chair.

The Committee decided on the 2nd Tuesday of the month as a regular meeting date, switching between a 7:30 a.m. and a 7:30 p.m. meeting time. The next meeting will be Tuesday, October 14, 2008 at 7:30 a.m. at Swarthmore Borough Hall.
